Fathwa, - Is it Fardh to clean the house from top to bottom before taking a ritual bath (ghusl)?

There are certain women in the community who think that in order for them to be pure they have to clean the house, mop, change the bedsheets, hoover etc and then they can be eligible for the ritual bath, otherwise they say one will still be in an impure state if they just take the ritual bath. Is this true??

No, this is not true. It seems these women are giving you sincere advice in order to keep your house tidy; a tidy house is very important and Islamic but has nothing to do with taking a ghusl (ritual bath). And Allah Most High knows best.
